Policy Study on Hospital StatusPekerjaan Kajian Kebijakan Status Rumah Sakit

Context & Objective

Following the enactment of Government Regulation (PP) No. 23/2005 regarding Public Service Agencies (BLU), Indonesian public hospitals underwent a massive transition toward financial and operational autonomy. PT Multi Area Desentralisasi Pembangunan (MADEP) was commissioned to conduct a comprehensive management study to evaluate how this shift in hospital institutional status affected healthcare delivery.
Scope of Work & Methodology
PT MADEP deployed a team of healthcare management and public policy experts to conduct multi-regional field assessments across five strategic provinces: West Java, Central Java, East Java, Bali, and Makassar. The scope included:
    • Reviewing regional health service policies and mapping out post-transition administrative workflows.
    • Analyzing the direct impacts of institutional changes on hospital financial flexibility, medical staff welfare, and service quality.
    • Assessing healthcare accessibility for low-income patients amidst the commercial transition.

Results & Deliverables

PT MADEP successfully delivered a comprehensive Final Report containing strategic policy recommendations. The study provided the Ministry of Health and local governments with an empirical roadmap to ensure that increased hospital financial autonomy remained aligned with clinical safety standards and public health equity. This project further solidifies PT MADEP’s track record in institutional development and decentralized healthcare consultancy.
