The scope includes coordination with the technical team, data collection, an assessment of existing functions, an academic paper on organizational restructuring, and a draft Presidential Regulation on the Library's organizational structure and working procedures. Draft findings are discussed and refined before submission of the final report.

The purpose of this activity is the realization of a proportional organizational structure for the National Library.
The objective of The purpose of this Consulting Services activity is to realize proportional, effective and efficient National Library governance. and encourage the achievement of good governance. Meanwhile, the objectives of this activity are:
- Obtaining a complete picture of the main tasks, roles and functions of the National Library in carrying out the organizational mandate in a proportional, appropriate function and appropriate size;
- The preparation of an academic paper on organizational restructuring that comprehensively describes the current conditions and proposed organizational restructuring;
- Drafting of the Presidential Regulation on the Composition, Organization and Work Procedures of the National Library.
