This assignment supports BPMP West Kalimantan in advocating and implementing national education policies with local governments. It uses education quality data to guide technical assistance and progress towards the National Education Standards.
Activities include work planning, data analysis, risk mapping and mitigation, programme monitoring and evaluation, and solutions to implementation barriers. Capacity development covers staff-needs mapping, coaching, mentoring and on-the-job training for Widyaprada and other relevant personnel. The scope also includes dissemination activities twice per regency or city, knowledge transfer, team coordination and reporting.
Description of Assignment:
The purpose of this activity is to select or procure a consultant to accompany BPMP so that there is acceleration in both the work process and the results of strategic work programs. Kemendikbudristek.
The objective The purpose of this Consulting Services activity is to support the achievement of the strategic programs of the Ministry of Education, Culture, Research and Technology through the performance of BPMP so that they can be accepted and implemented in all provinces, districts/cities in Indonesia.
The scope of work for this consulting assignment comprises:
- Compiling a Work Program
- Advocacy of central government policies to local governments.
- Identify challenges and problems in implementing central to regional policies;
- Developing advocacy policy programs for Regional Governments based on quality measurement results (Quality Report);
- Advocacy services to improve the quality of education.
- Assistance in the implementation of the BPMP program, especially central government policies and quality measurement results to local governments.
- Identification of BPMP programs in the current year;
- Develop BPMP mentoring programs and activities in the regions.
- Monitoring and evaluation of the implementation of central government policies in the regions in order to improve the quality of education in the regions through the fulfillment of National Education Standards (SNP).
- BPMP Capacity Building.
- In increasing the capacity of BPMP, the consultant prepared a plan to strengthen human resources in BPMP, especially, but not limited to the BPMP Working Team which will continue advocacy, mentoring, and monitoring and evaluation activities after the work contract ends.
- Mapping of BPMP Human Resource Needs;
- Analysis related to increasing the capacity of BPMP human resources;
- Providing input for the development of BPMP programs, capacity and service innovation;
- Advocacy, mentoring, monitoring and evaluation activities are carried out through coaching/mentoring and on the job training aimed at widyaprada and other relevant positions;
- Conduct monitoring and evaluation of BPMP’s human resource capacity building program.
- Collecting and analyzing data needed for advocacy, mentoring, as well as monitoring and evaluation in the BPMP area of West Kalimantan Province;
- Compiling risk maps and risk mitigation proposals in the implementation of advocacy, mentoring, as well as monitoring and evaluation
- Do:
- Advocacy of central government policies to local governments;
- Assistance in the implementation of the BPMP program, especially central government policies and quality measurement results to local governments;
- Monitoring and evaluation of the implementation of central government policies in the regions in order to improve the quality of education in the regions through the fulfillment of National Education Standards (SNP);
- Increasing BPMP capacity;
- Conducting socialization and publication of the duties and functions of BPMP activities as referred to in letters a, b, and c is carried out 2 (two) times per district/city.
- Identifying and providing solutions to obstacles/challenges that occur in the implementation of advocacy, mentoring, as well as monitoring and evaluation;
- Carry out work in accordance with the scope together with Widyaprada and/or other relevant positions as a process of transfer of knowledge;
- Khusus Team Leader Apart from carrying out the work as referred to in points 1 to 6, it also coordinates the implementation of the scope of work carried out by consultant members.
