This assignment reviews conservation management and zoning for the waters around Banggai, Banggai Laut and Banggai Kepulauan under the LAUTRA programme. The review is aligned with the conservation management framework identified in Ministerial Regulation No. 31 of 2020.

Activities include survey planning, sampling and logistics; consultations with government agencies, academics, civil society and communities; and field surveys of coral reefs, seagrass, mangroves and water conditions. Biological, environmental and spatial analyses inform draft zoning and management recommendations. Deliverables include inception, interim and final reports, stakeholder discussions, technical validation with BPSPL Makassar and coordination towards provincial approval.

Description of Assignment:

The objective of this consulting assignment is to conduct a Review of the Management and Zoning Plan Document for the Coastal and Small Islands Conservation Area of ​​Banggai, Banggai Laut, Banggai Kepulauan, and Surrounding Waters in accordance with Ministerial Regulation of Maritime Affairs and Fisheries No. 31 of 2020.

The scope of work for this consulting assignment comprises:

1. Preparation Stages and Initial Exposure

• • Review of the Banggai Dalaka Regional Marine Conservation Area Zoning Plan
    Conducting a review of the Banggai Dalaka KKD Zoning against the Minister of Maritime Affairs and Fisheries Regulation 31 of 2020 concerning Conservation Area Management.
  • Preparation of Work Plan & Survey Plan
    Conducting the preparation of activity schedules and survey methods including field survey design (transects, sampling points); Scheduling dive team mobilization, and logistics.
  • Initial Exposure (FGD 1)
    Conducting a presentation of the initial draft report consisting of a work plan that includes methodology, survey plan; discussions with stakeholders (SUOP, Provincial and District DKP, Bapelitbangda, PSDKP, Polairud, TNI AL, BRIN, ATR BPN, Bakamla, Dishub, Academics, NGOs, community leaders); and refinement of the methodology.
  • Preparation of the Inception Report : Conducting the preparation of an initial report on the results of the Initial Exposure (FGD I) and submission of documents.

2. Stages of Implementation of Zoning Plan Review and Intermediate Exposure

• • Biophysical Survey
    Conducting coral reef surveys (Line Intercept Transect); Surveys of seagrass, mangrove, and coral reef conditions. waters (DO, salinity, temperature, brightness); Underwater visual documentation based on activity plans, using accountable methods.
  • Survey Results Analysis : Conduct Biophysical, Environmental and Spatial analysis based on survey results.
  • Exposure between
    Conducting the preparation of an interim report draft containing interim achievements, implementation progress, obstacles encountered, and follow-up plans for remaining activities, with an attachment of a draft zoning document and conducting an interim exposure (FGD II) attended by stakeholders (SUOP, Provincial and District DKP, Bapelitbangda, PSDKP, Polairud, TNI AL, BRIN, ATR BPN, Bakamla, Dishub, Academics, NGOs, community leaders).
  • Preparation of the Interim Report : Conducting the preparation of an interim report on the results of the Interim Exposure (FGD II)

3. Finalization Stages of the Zoning Plan Review Document and Exposure of Results

• • Implementation of Exposure Results
    Conducting an exposure of results based on the results of the exposure between BPSPL Makassar and stakeholders (SUOP, Provincial and Regency DKP, Bapelitbangda, PSDKP, Polairud, TNI AL, BRIN, ATR BPN, Bakamla, Dishub, Academics, NGOs, community leaders) to obtain technical input and validation. and coordinate with the Directorate General of Marine Management

    Prepare the final document of the management plan to the Makassar BPSPL, Management Organization Units, Provincial and Regency Regional Apparatus Organizations, Marine and Fisheries Resources Supervision (PSDKP) of the Banggai Working Area, Non-Governmental Organizations and community groups/figures ready to be approved by the Provincial Marine and Fisheries Service.
