This assignment reviews and develops technical competency standards for the Surakarta City Government through the supervisory level. It also updates the competency dictionary and standards for senior leadership and administrator positions.
The work includes regulatory review, evaluation of existing standards, stakeholder briefings, facilitated development of competency packages, and preparation of the required documents and reports. The scope also includes reviewing work-system arrangements associated with bureaucratic simplification.
Description of Assignment:
The purpose of Activities for the Preparation of Competency Standards for Supervisory Level Positions in the Environment The Surakarta City Government is providing information and standardization of technical competencies for each position within the Surakarta City Government.
The objective Preparation of Job Competency Standards within the Surakarta City Government is the compilation of Job Competency Standards up to supervisory level.
The scope of work for this consulting assignment comprises:
Collecting secondary information and data through various relevant sources;
Reviewing and perfecting the Mayor of Surakarta’s Regulation on Position, Organizational Structure, Duties and Functions and Work Procedures of Regional Apparatus within the Surakarta City Government;
Conducting an Evaluation of the Decree of the Mayor of Surakarta Number 841.1/ 89.2 of 2022 concerning the Competency Standards for High-Level Leadership Positions and Administrator Positions within the Surakarta City Government;
Reviewing and/or refining the Technical Competency Dictionary in the Environment Surakarta City Government;
Compile Preliminary Reports;
Review and compile Regulations Walikota Surakarta regarding the Work System for Bureaucratic Simplification in the Surakarta City Government Environment;
Conducting socialization of procedures for conducting competency dictionary reviews and compiling them technical position competency standard package with stakeholders;
Reviewing and improving the Competency Standards for Primary High Leadership Positions and Administrator Positions within the Surakarta City Government;
Compiling Inter-Reports;
Drafting Standards Kompetensi Technical Positions within the Surakarta City Government for Supervisory level;
Facilitate and guide the process of determining technical competency packages by relevant stakeholders;
Compiling books/documents for Technical Position Competency Standards packages for Primary High Leadership Positions, administrator positions and supervisory positions;
Compiling the Final Report.
