This assignment develops a technical competency dictionary for counterterrorism functions and job competency standards for the National Counterterrorism Agency (BNPT). The standards support fair, merit-based human resource management.
The work includes primary and secondary research, development of technical, managerial and sociocultural competency requirements for relevant positions, and reporting. The outputs support competency assessment, promotion, employee mapping and integrated learning through a corporate university approach.
Description of Assignment:
The purpose The compilation of a technical competency dictionary for counter-terrorism affairs which will then become the basis for compiling job competency standards is one of the instruments that must be owned by agencies in order to realize a merit system, namely a policy and management of human resources (HR) for civil servants based on qualifications, competencies and performance in a fair and reasonable manner without differentiating political background, race, skin color, religion, origin, gender, marital status, age, or disability.
The objective The purpose of compiling job competency standards is to:
- Knowing the types of technical, managerial and socio-cultural competencies required for each administrative position, functional position and high-ranking leadership position within the BNPT environment;
- Knowing the job competency requirements that must be met by each administrative position, functional position, and high-ranking leadership position within the BNPT environment;
- As a basis for implementing job competency assessments for promotion and mapping, to be used as a basis for developing competencies through integrated learning (Corporate University), as well as for the implementation of other ASN management policies.
The scope of work from the implementation of this activity are:
- Collecting secondary and primary data that forms the basis for compiling the dictionary BNPT Technical Competencies for Fiscal Year 2022;
- Compiling a technical competency dictionary:
- Develop job competency standards with the following stages:
- Prepare a work implementation report in accordance with the quality and quantity stipulated in the work implementation contract.
