This assignment provides competency assessments for 800 functional prosecutors in Jakarta. The scope includes individual assessments using an assessment-centre approach and the Indonesian Prosecutor Competency Dictionary, including measures of intellectual and emotional capability. It also includes the technical assessment component specified in the source, with multiple-choice English tests covering listening, structure and written expression, and reading comprehension.
In 2013, the Attorney General’s Office of the Republic of Indonesia (Kejaksaan Agung RI) implemented a large-scale competency assessment programme to strengthen the quality, transparency, and objectivity of its human resource management system. The initiative was formally supported by Attorney General Instruction No. INS-002/A/JA/01/2013, which provided the basis for competency assessments of functional prosecutors being considered for structural positions.
The Consultancy Services for Competency Assessment of Functional Prosecutors for Echelon III Structural Positions supported this broader institutional reform by providing structured assessment of prosecutors’ competencies and their suitability for leadership and managerial positions. The assessment process was intended to provide objective information on individual competency profiles and support evidence-based decisions on promotion, placement, and personnel development.
The wider 2013 competency assessment programme was conducted in Jakarta between 18 March and 5 June 2013 and involved 4,115 prosecutors. Assessment results were submitted to the Attorney General and used as one of the considerations for personnel transfer and promotion decisions. The results also informed training needs analysis and individual development recommendations, enabling participants requiring further development to be directed toward relevant technical, functional, or professional training.
