This assignment examines national innovation funding policy as a basis for an academic paper and proposed regulatory provisions.
The study identifies problems and policy alternatives, the rationale for intervention, objectives, scope and institutional funding models. Activities include legal and documentary review, coordination meetings, expert focus groups, workshops and interviews. Findings inform policy analysis, recommendations on new or revised regulations, and the final study report.
Description of Assignment:
The purpose of implementing this activity is to conduct a study of national innovation funding policies as a basis for designing academic papers and regulations on national innovation funding.
The objectives of this national innovation funding policy study are as follows:
- Formulate problems faced related to innovation funding in Indonesia and formulating alternative solutions to overcome these problems;
- Formulate the urgency of regulations regarding innovation funding as a legal basis for resolving or solving existing problems;
- Formulate philosophical, sociological and legal considerations or foundations for the formation of regulations on innovation funding; and
- Formulate the targets to be achieved, the scope of the regulations, the reach and direction of the regulations and the content of the Draft Regulations on Innovation Funding.
Sementara target of this activity are:
- Identification of problems related to innovation funding in Indonesia;
- The existence of the results of a study on the institutional model for national innovation funding; and
- There are academic papers and draft regulations on national innovation funding.
The scope of work This activity is:
- Pcollection and processing of data from various sources, both from regulations, textual data and various other sources;
- Coordination meeting;
- Acquisition of expert knowledge, through forum group discussion (FGD), Inworkshops, or in-depth interviews and other strategies;
- Analysis system and sisynthetic stem;
- The results of the study will be used as a basis for drafting legal regulations containing innovation funding models and identifying legal regulations that need to be created and/or replaced regarding national innovation funding;
- Draft policy;
- Formulate the problems faced in relation to innovation funding in Indonesia and formulate alternative solutions to overcome these problems;
- Formulate the urgency of regulations regarding innovation funding as a legal basis for resolving or providing solutions to existing problems;
- Formulate philosophical, sociological, and legal considerations or foundations for the formation of regulations on innovation funding; and
- Formulate the targets to be achieved, the scope of the regulations, the reach and direction of the regulations and the content of the Draft Regulations on Innovation Funding.
